International fish producers often include fish meal in feed, which is becoming expensive, as well as unsustainable.

Aquaculture conducted in ponds filled with river water or in eutrophic lakes often is unable to maintain fish health, and routinely releases potent wastewater into the local environment.

Feed has to be produced and trucked (or shipped) to the pond or tank system.

Then the fish are moved to be processed.

All of which largely happens in markets outside the US.
